Draft Minutes of the Meeting held on Thursday 17th September 2020 at 7.15pm in Longstowe Village Hall.

Also present: Cllr Mark Howell and Mr Dick Murden who were welcomed.
In discussion about footpaths Cllr Hemmins noted that there used to be a path from the A1198 by 48 Old North Road, across the field to the west, to join the other path which crosses it. Comment was made on the hedge still overgrowing the footpath at the NW side of the old railway bridge on the A1198 and it was noted that the Parish Council had discussed this with the owners of the adjoining property.

36 THE MINUTES OF LAST MEETING
The Minutes of 17th July 2020 were agreed and signed.
37 REPORTS FROM COUNCILLORS AND PCSO
Cllr Tumi Hawkins, SCDC: September Report includes: a) SCDC Covid Support update, b) July Area Planning Team meetings with Parish Councils and a forum in September, c) Greater Cambridge Local Plan update and discussions this autumn, d) a raft of other major, on-going planning consultations, e) Zero Carbon grant scheme, f) meeting with Anthony Brown MP and Parish Councils. Barbara Cooper, Chair attended this meeting and noted items raised included village access to fibre broadband, Black Lives Matters, speeding particularly on the A1198 and B1046 and planning issues.
Cllr Mark Howell, CCC: highlighted, a) resurfacing of the A1198, b) Pathway to Bourn meetings and that Bourn PC are also interested in a route to Toft, c) first ‘Dutch roundabout’ in Cambridge (precedence for cyclists), d) CCC call out for adoption, e) mobile libraries restarting, f) concern that covid R-factor is now greater than 1 in Cambridgeshire, except East Cambs, g) ‘Connecting Cambridgeshire’, new funds available of £500,000 for fibre / broadband, h) solar panel grants now available to private households, i) Greater Cambridgeshire Plan call for sites hugely over-subscribed, j) proposed Cambridge South railway station and Harbourne – Cambourne North.
PCSO John Coppard: September Report concerning Longstowe includes: a) recent speed camera data collected on A1198, b) two occasions of anti-social behaviour, c) a visit concerning pavement parking.
38 MATTERS ARISING/TO REPORT FROM PREVIOUS MINUTES
a) Pathway to Bourn: Cllrs Howell and Bevan have had a useful initial meeting on site to discuss the possibility of connecting Longstowe to Bourn and on to Toft. There is to be a further meeting between us and Bourn Parish Council next week to pool aspirations and ideas.
b) Village Hall Wifi: Discussion on the further funding now available through the CCC Connecting Cambridgeshire grant scheme and the proposals for fibre network from the County Broadband company. Agreed to continue to hold any connection to the village hall until the situation is known.
c) Rights of Way map: The Rights of Way Officer for South Cambs has noted that there are a number of anomalies in Cambridgeshire between the statutory RoW and situations present on the ground. Mr Dick Murden has also met with the South Cambs Enforcement Officer. Neither officer considered that there was any need for immediate action.
d) Road drains: The Local Highways Officer has now said that he will revisit the section of B1046 by ‘The Row’ where the drain is particularly prone to flooding. He noted that there is no budget for a highways maintenance programme, even on a long term cycle, and that all work is reactive.
e) Byway 12 – Red House Pub west to B1046. The Rights of Way Officer for South Cambs has, in a telephone conversation, noted that Byway 12 has not been opened by CCC this summer season due to the lockdown situation and not wanting to encourage access at this time.
f) Postbox by village sign – condition. Royal Mail plan to repaint within the next 10 days.
39 MEMBERS’ DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
a) Invoice: CCC Street lighting to 5th May 2020, £322.99. Update. The date of the last CCC lighting bill and that of the commencement of the new contract do correspond.
b) Microsoft 365 subscription due 12/10/2020, £79.99. Agreed.
c) ICO: Data Protection fee: direct debit, 20/10/2019: £35.00. Agreed
41 TO CONSIDER/REPORT ON PLANNING APPLICATIONS RECEIVED
a) Ref: 20/02264/FUL Change of use of the existing outbuilding for short term rentals up to 180 nights per calendar year. 48 Old North Road Longstowe CB23 2UB. Update. Barbara Cooper, Chair has had a meeting with Stephen Kelly, Joint Director, Planning and Economic Development concerning planning applications here and nearby on the A1198. Planning staff are to make a site visit to all properties and buildings at 48 / 50 Old North Road. The concern about vehicles numbers on the highway was also discussed.
b) Submission of details required by condition 8 (Foul and surface water drainage) of planning permission S/0663/19/FL, 134 Old North Road (The Red House outbuildings) (for information). Noted.
42 TO CONSIDER OTHER MATTERS
a) Village Hall update: Plans have been finalised for the additional work on the toilets and foyer extension and will now be put out to tender. A £10,000 covid support grant has been received from SCDC. The closure of the village hall will be reviewed again at the December meeting of the Village Hall Committee.
b) Covid-19 village update: Quite a lot of households have now taken down their covid alert notice. There was discussion on whether to carry on monitoring those remaining.
c) AGM. Due to the covid situation this is still not legally required.
43 CORRESPONDENCE RECEIVED
A list of correspondence received is printed in the Agenda which is placed on the noticeboards and on the web page prior to the Parish Council meeting; details are available from the Clerk.
44 SKYLARK – TO CONSIDER ANY EDITORIAL ISSUES
Suggest inclusion of information on the new LED street lighting. The next Skylark is ready for print.
