47 THE MINUTES OF LAST MEETING
The Minutes of 12th September 2019 were agreed and signed.
48 REPORTS FROM COUNCILLORS AND PCSO
a) Cllr Barbara Cooper will contact Cllr Mark Howells concerning speeding issues in Longstowe and street lighting.
b) No report from PCSO.
c) Cllr Mark Howells (CCC) (written report) covered – CCC urge government to confirm Adult Social Care funding for ‘at risk’ services; CCC consult on adult social care charging; Campaign aiming to dispel fostering myths; Cambridgeshire County Council granted planning permission for new civic headquarters in Alconbury Weald; ‘The Library Presents’ help choose the arts events in your local library for Spring 2020; #teamcambridgeshire, one year on is celebrating more local homes for children in care; Robotic cats, companions for people; The Best Start in Life programme; Council diversifies its commercial portfolio to support frontline services; and Funding available for local groups action;
49 MATTERS ARISING/TO REPORT FROM PREVIOUS MINUTES
a) High Street closure 6th November: noted that there should be a leaflet drop in the village two weeks beforehand.
b) Rights of Way Map: An up to date map is needed from CCC. Cllr Will Bevan asked that it should also be checked by him.
50 MEMBERS’ DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
a) Precept 19/20B received: £2,625.00.
b) Village Hall: Playground insurance received: £169.44.
c) Smartwheelie: Bin stickers £116.00, cheque signed.
d) Victoire Press Lts: Skylark, £63.00, cheque signed.
e) Street Lighting: Mrs Bobbie Coe has been doing some calculations with the data received from CCC. This seems to say that Longstowe uses 21.8hrs / day of street lighting! Utility Aid have said that we need to take this up with the Council again. Cllr Barbara Cooper will contact Cllr Mark Howells, CCC.
52 TO CONSIDER/REPORT ON PLANNING APPLICATIONS RECEIVED
a) S/3443/19/OL: Outline planning permission for two self-build plots north of 80 Old North Road, Millen Homes Ltd (30th October).
Several corrections / concerns were raised: there is no dropped curb, the houses would be in close proximity to a water course / flooding, location of air source heat pump / noise intrusion, the land at back in the plot but not in the planning application would have no access if permission granted, the plans seem to indicate a first floor to the houses when application is for bungalows, previous application for one house was refused.
b) S/2966/19/FL: Erection of two storey rear extension and front porch: 58 ONR.
The Parish Council has been contacted by an adjacent owner on the recommendation of SCDC. It was considered that the concerned may need a party wall surveyor to pronounce on the issue. Mrs Bobbie Coe will make contact, with this note, on the matter.
53 TO CONSIDER OTHER MATTERS
a) Village Hall update. Cllr P White reported that the hall had very good bookings and that maintenance was well under way with concreting by the veranda, painting and guttering in-hand. Cllr Will Bevan will have the water supply replaced, for which he had obtained quotes. The broadband connection is projected to go in the same trench.
b) CCC: Cambridgeshire and Peterborough Against Scams Partnership (CAPASP). Cllr Barbara Cooper has agreed to be our ‘anti – Scam Champion’. The ‘5 Simple Steps’ are; display posters, Councillor training (on-line), link information to Parish website, appoint a village anti – scam champion and distribute information to most vulnerable.
54 CORRESPONDENCE RECEIVED
A list of correspondence received is printed in the Agenda which is placed on the notice boards and on the web page prior to the Parish Council meeting; details are available from the Clerk.
To action / note:
a) Cambridgeshire Local Councils Conference 8th November ’19: Cllr Barbara Cooper and Mrs Bobbie Coe will see if they can attend.
b) High Street Closure: Wednesday 6th November 8.00–23.59.
55 SKYLARK – TO CONSIDER ANY EDITORIAL ISSUES
a) Items needed by first week in December for mid-December issue.
b) The road speed stickers for wheelie bins did not arrive before the last Skylark went out, so they will be distributed separately to all residents on the main roads. (This was done on 3.11.19 with a note from Cllr Barbara Cooper to Longstowe residents about the initiative).
