69 THE MINUTES OF LAST MEETING

Minutes of Wednesday 14th November 2018 were agreed and signed.

70 REPORTS FROM COUNCILLORS AND PCSO

Cllr Mark Howell’s report (CCC) was circulated before the meeting and contained items on Coroners Service finances; New cycleway along A1198 from Papworth Everard and A428; AccessAble Cambridgeshire: disabled people, carers and others can check detailed guides for local attractions at www.AccessAble.co.uk; Changing the way we work with children in care; White Ribbon Day (elimination of violence against women). It also covered details of more volunteers being needed to join Cambridgeshire’s school admissions appeals panel; A report on a summer programme for young people in Cambridgeshire with special educational needs and disabilities which has won a top national award.

Cllr Tumi Hawkins’ report (SCDC) was circulated before the meeting and contained items on Housing; Planning, in particular Bourn Airfield new village, and the Gliding Club; Transport: City parking charges, and Comberton cycleway. It also covered Funding/Grants for community projects; Climate and environment; and a report on the Combined Authority.

71 MATTERS ARISING/TO REPORT FROM PREVIOUS MINUTES

a) S/3068/18/FL, S/3069/18/FL, S/3070/18/FL: External wall installation: 43, 41, 37

High Street, Longstowe: SCDC. An objection has been lodged by the 20th Century Society regarding insulating the Swedish Timber properties and the planners are now asking SCDC to change the specification completely so that the finish matches the existing finish, i.e. some kind of vertical cladding.
This will have a huge impact on the cost of the insulation works and SCDC are working with their structural engineer to come up with a solution and then they will be able to find out the cost implications and whether they have the budget to complete the improvements to this amended standard.
b) S3563/18/LB: Alterations to Stable Block and Courtyard: Longstowe Hall: Listed Building Consent.

72 MEMBERS’ DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA None received.

73 FINANCE

a) The Reading Room Trust, charity 267836: acceptance of funds with conditions attached (circulated). The Parish Council agreed to accept these funds.

b) Village Hall & Sports Ground: Playground Insurance received: £297.41.

c) CCC: Funding for Bikeability cycle training in schools (letter, circulated). The Parish Council felt unable to provide funding at this time.
d) Clerk’s pay + expenses: £718.27; HMRC: £174.20.

74 TO CONSIDER PLANNING APPLICATIONS RECEIVED

a) S/4290/18/FL: 3 Kingston Wood Farm Cottages, Old North Road, Kingston,

Royston, Cambs, SG8 0AN: Mr & Mrs Wheeler: Proposed replacement dwelling. The Parish Council does not object to these plans.
b) S/4330/18/FL: 48 Old North Road, Longstowe: Mr & Mrs Brown: Erection of carport and close boarded fence. Longstowe Parish Council would like confirmation that, if given planning permission, the building will not be allowed to be turned into living accommodation. There are additional structures already on this site and the Parish Council would like it reviewed in total. The Parish Council is still upset by the decision to allow the bungalow to remain as accommodation considering that the original request by the owners was to replace it. The Parish Council is also very concerned about water run-off from such a large expanse of buildings on the one site

75 TO CONSIDER OTHER MATTERS

a) TWM Traffic Control Systems Ltd: Speeding equipment. Chair to request that the grant received can be used for this system.

76 CORRESPONDENCE RECEIVED

A list of correspondence received is printed in the Agenda which is placed on the notice boards and on the web page prior to the Parish Council meeting; details are available from the Clerk.

a) CAPALC: Winter Health packs now available (circulated). It was agreed to request 1 pack (100).

77 SKYLARK – TO CONSIDER ANY EDITORIAL ISSUES

a) It was agreed that a request for volunteers would be placed in the next edition.
