14 THE MINUTES OF LAST MEETING
The Minutes of 16th May 2019 were agreed and signed.
15 REPORTS FROM COUNCILLORS AND PCSO
Cllr Tumi Hawkins (SCDC) (written report) covered the Parklife 2019 Event; Waterbeach New Town; Marshalls of Cambridge moving; Bourn Airfield new village; Housing; Environmental Services (fly-tipping, recycling, zero carbon grant); Retail discount for businesses; Business information and Newsletter; Customer Portal; Governance; Cambs & Peterborough Combined Authority (CPCA); Transport: A428 Black Cat to Caxton Gibbet; and Ward issues. In her verbal report, Tumi highlighted the Bourn (BAD) survey; the Retail discount for businesses; the Carbon grant; the Parish Planning Forum and the A428 consultation. She was questioned on the batteries put out with the blue bin, being informed that the bin men put them in the blue bin.
Cllr Mark Howell (CCC) (written report) covered the need for more foster carers; taking children out of school; Child and Family Centre survey; the environment; disposal of Shire Hall site; ending loneliness; Bikeability award; and Guided Busway safety.
16 MATTERS ARISING/TO REPORT FROM PREVIOUS MINUTES
a) Park Lane: bad road surface reported to CCC: work to be carried out within the next 12 weeks.
b) Clerk has received 100 free Able Community Care door stickers.
17 MEMBERS’ DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
a) CAPALC: Clerks and Councillors Annual Conference Day: Friday 28th June: £50.
b) Accounts have been sent to Charlotte for internal audit.
c) CAPALC: Annual fee £150.09 + GDP scheme £25.00.
d) New Insurance Policy: Parish Protect: Community Action Suffolk: £338.88 (LTU).
e) CCC: Street Lighting: 1/10/17 – 30/09/18: £407.28.
f) Clerk’s pay + expenses: £1,111.12; HMRC: £272.60.
19 TO CONSIDER PLANNING APPLICATIONS RECEIVED
a) S/1718/19/NM: Non-material amendment to planning permission S/1366/17/FL: 49 High Street (for information only).
b) S/1931/19/DC: Discharge of condition 5 of S/4290/18/FL: 3 Kingston Wood Farm Cottages (for information only).
20 TO CONSIDER OTHER MATTERS
a) Village Hall: the Fete raised approximately £1,100; there was some discussion about a first-aider being on duty in the future. Plans for the VH extension will be discussed at the next VH meeting. Bookings will soon be available for all to view.
b) Councillors were asked to subscribe on the new web site.
21 CORRESPONDENCE RECEIVED
A list of correspondence received is printed in the Agenda which is placed on the notice boards and on the web page prior to the Parish Council meeting; details are available from the Clerk.
a) Smartwheelie.co.uk: wheelie bin stickers £8.95 for 6. One per household in School Lane and High Street (odd numbers put on the black bin, even numbers put on the blue bin).
