Minutes of the Meeting held on Thursday 21st March 2019 at 7.15pm in Longstowe Village Hall

Also present: Cllr Mark Howell (CCC), Mrs C. White, Mr R. Murden.
Mr R. Murden raised several points/problems: SCDC winter newsletter was not delivered (to be reported). 20% of motorists are speeding through the village, especially in the morning and evening rush-hour; there are no repeat 30mph signs (this will be discussed at the Open Meeting). The footpath is in a poor state and there are overhanging branches from Beaconsfield House (Chair to follow-up). Bad road-surface north of the crossroads to Home Farm (to be reported). Rights-of-way: 2 gas cylinders dumped (to be reported). He also reported that the trees in Rushbrook Close have been cut back.

102 THE MINUTES OF LAST MEETING
Minutes of Thursday 21st February 2019 were agreed and signed.

103 REPORTS FROM COUNCILLORS AND PCSO
Cllr Tumi Hawkins’ (SCDC) written report contained items on a number of planning consultations and a call for sites; a Statement of Community Involvement; Neighbourhood Plans; Cambourne to Cambridge Busway; East-West Rail Link; A428 Black Cat to Caxton Gibbet improvements; Business Plan 2019–2024; Budget Report; “My South Cambs” Customer Portal.

Cllr Mark Howell’s (CCC) written and verbal reports contained items on Cambourne Village College expansion; public access to Castle Mound; overnight support for children with disabilities; the new CCC Headquarters in Alconbury Weald and hubs; P&R statistics; Ofsted’s report on children’s services; CCC budget; bus services to remain the same; details on the Bourn Airfield planning application’s need to rethink the road structure; road repairs in Fenland.

It was noted that our new PCSO is John Coppard 7269.

104 MATTERS ARISING/TO REPORT FROM PREVIOUS MINUTES
a) S/4671/18/FL: 58 Old North Road, Longstowe: Mr Busby: Erection of two storey rear extension and front porch. This has been refused.

105 MEMBERS’ DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
None received.

106 FINANCE
a) On the basis that the village hall doubles up as the pavilion serving the recreation ground it has been confirmed that it would be permissible for the new disabled toilet in the village hall to be part funded by both the “open space” and the “community space” contributions. (E-mail from James Fisher, Section 106 Officer.)
b) Clerk’s pay + expenses: £636.84; HMRC: £153.40.

107 TO CONSIDER PLANNING APPLICATIONS RECEIVED
a) S/0663/19/FL: 134, Old North Road, Longstowe, Cambridge, CB23 2UT: Mr Carl Webb: Proposed extension to and conversion of two existing stable blocks to form 6x Individual En-Suite rooms for short-term holiday let, with the addition of a staff break room, laundry & storage areas. This was supported. However, there was concern over the amount of grey water entering the ditch (Clerk to contact SCDC).

108 TO CONSIDER OTHER MATTERS
a) Village Hall: internet connection: Further to the request that Royal Mail provide an address, the response is: “The Postcode Address File (PAF) is a database of addresses/delivery points for postal purposes. We only add addresses on PAF if there is a valid delivery point, that is, a fixed, secure and accessible letterbox to receive mail. … we will only list you as a valid delivery point if the address is occupied either as a commercial or residential domicile.” Due to this problem, the PC accepted the quote from BT.
b) Longstowe website. The PC accepted the quote from Andy Black Associates.

109 CORRESPONDENCE RECEIVED
A list of correspondence received is printed in the Agenda which is placed on the notice boards and on the web page prior to the Parish Council meeting; details are available from the Clerk.

110 SKYLARK – TO CONSIDER ANY EDITORIAL ISSUES
a) Advert for Clerk to the Parish Council is in next edition.
b) Advert for Volunteer Editor is in next edition.
c) All future editions should have the bus information printed.
