Alteration to SCDC planning decision making process: Mrs Coe has received a letter, from SCDC, concerning this matter. It was noted that the issue has now reach the local newspaper.

91 MEMBERS’ DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA TO CONSIDER/REPORT ON PLANNING APPLICATIONS RECEIVED
Cllr Cooper declared an interest in item 91a) and absented herself from that discussion.
a) S/4536/19/FL: The Dene, Old North Road, Bourn, Cambridge, CB23 2TZ.
Erection of covered Horsewalker at existing livery.
This application is to be recommended, as although there is understood to have
been one objection, it does not appear to impinge elsewhere.
b) S/4148/19/FL: 48, Old North Road, Longstowe, Cambs, CB23 2UB. Single
storey side and rear extension.
i) There was concern that SCDC had not taken into account Longstowe PC concerns about a previous planning application on ths site.
ii) It is considered that SCDC should consider the whole site when looking at the current application, not just that shown by the boundaries in the current documentation.
iii) It was noted that the current application is for an extension to a bungalow that the Parish Council had understood would have a demolition order within the previous planning approval for a new house, as well as a demolition order on out buildings, with reference to the maximum surface area of a development. (Unfortunately the demolition order was not written into that planning approval).
iv) It is also noted that the bungalow had a new roof and solar panals installed, after the previous planning approval for the house, despite the fact that the PC had understood the bungalow would have a demolition order.
v) This bungalow is now understood to have been sold, but there is no knowledge as to whom.
vi) Both the bungalow and the new house are on the site.
vii) A garage can also be seen as being used as a bathroom.
viii) There are now also three house numbers installed on the gate, whilst there are only the bungalow and house on the full site
ix) It was noted that another section of the full site, next to the road, has been fenced off.
x) Ground work can currently be seen to have been started by the bungalow, in advance of any new planning approval.
xi) There are also concerns about increased surface drainage from the site , as the past flooding from Dene Brook has shown there can be problems in the area.
xii) Decision was made to object to the planning application, accompanied by a formal letter of concern, to be sent, both to the Planning Department and Cllr Tumi Hawkins, Lead Cabinet Member for Planning, SCDC, from Longstowe PC Chairperson, Cllr Cooper.
