Minutes of the Meeting held virtually via Teams on Thursday 18th June 2020 at 7.15pm.

Also present: Cllr Tumi Hawkins, Mrs Chris Morton and Mrs Bobbie Coe who were welcomed.
Introductions were made with Chris Morton who has agreed to be the new Editor of Skylark, with thanks given for taking up the post. Mrs Lilian Dench has been in contact bringing to notice the poor condition of the central village post box, also to thank the Parish Council for its actions during lockdown.

14 THE MINUTES OF LAST MEETING
The Minutes of 21st May 2020 were agreed and approved for signing.
15 REPORTS FROM COUNCILLORS AND PCSO
Cllr Tumi Hawkins, SCDC: highlighted, a) SCDC officers still working from home. b) SCDC covid-19 support continues; personal practical support / website help updates / second tranche of financial support to businesses now available. c) Noted nearest Covid-19 test centre at Milton Park & Ride. d) Planning applications procedures; noted new Scheme of Delegation (approval / refusal procedures), agreed by SCDC full Council on 21.6.20. e) full SCDC Council / Parishes Liaison Meeting, 1st July 2020.
16 MATTERS ARISING/TO REPORT FROM PREVIOUS MINUTES
a) Pathway to Bourn: Further action has not been possible during lockdown.
b) Village Hall Wifi: Agreed to research new information about fibre network that might be provided by other companies.
c) Rights of Way map: The addition of information on the Permissive Paths to the Legend will now be arranged.
d) Road drains: The matter is shown as closed on the CCC Highways website, but no drain clearance has been carried out. Agreed Clerk would follow up the matter.
17 MEMBERS’ DECLARATION OF INTEREST FOR ITEMS ON THE AGENDA
19 TO CONSIDER/REPORT ON PLANNING APPLICATIONS RECEIVED
Ref: 20/02264/FUL Change of use of the existing outbuilding for short term rentals up to 180 nights per calendar year. 48 Old North Road Longstowe CB23 2UB. Concern expressed that the Parish Council had not received notification of this application, only immediate residents. Cllr Barbara Cooper will request information is sent to LPC and a meeting with the SCDC / Greater Cambridge Shared Planning Service. Cllr Cooper will also write to both Cllr Tumi Hawkins, Chairperson, SCDC Planning Committee and Cllr Mark Howell, CCC, seeking action on the lack of information, together with consultation on the application itself. Further, LPC would contact the applicants and seek a meeting with them. Cllr Cooper to action.
20 TO CONSIDER OTHER MATTERS
a) Village Hall update: Village Hall continues closed. Playing field continues in low level use with a request from Kai Sung yoga to be able to hold outdoor classes. There was discussion on government lockdown guidance and risk assessment for these facilities.
b) Grass cutting: The grass cutting to remain in its current pattern, noting that the short grass is generally appreciated and that there is a variety of neighbouring grassland for wildlife.
c) Covid-19 village update: no further cases of covid-19 in the village. Nine requests for collection of medication since May Council Meeting, with none for shopping or other matters. Thanks were expressed to Cllr Barbara Cooper for cycling around the village every day, to check on the Alert notices.

22 SKYLARK – TO CONSIDER ANY EDITORIAL ISSUES
The next issue is early July, with items to be sent by 24th June.
