52 TO SIGN AND APPROVE MINUTES OF LAST MEETING
Minutes of 30th September 2021 were agreed and signed.
53 REPORTS FROM COUNCILLORS AND PCSO
Cllr Hawkins September Report noted. Highlighted issues: a) Covid: rates are as high as they have ever been in South Cambs, particularly due to mixing in the school age group. Covid boosters now available to all over 50 years, b) current review of the potential for SCDC to take over District parking enforcement from the police, who do not have the resources, c) The Afghan refugees coming to the District have now arrived here.
54 MATTERS ARISING/TO REPORT FROM PREVIOUS MINUTES (FOR INFORMATION ONLY) – COUNCIL TO REPORT THE FOLLOWING
a) Defibrillator: A grant application has been made (Barbara Cooper, Chair).
b) SCDC – 6 Free Trees: Noted that application can be made to plant trees on Highways or village charities land with written support of the pertinent organisation. Also noted, that SCDC have used a certified supplier this grant round, which goes some way to concerns about species and provenance. There was discussion about the Queen’s Green Canopy project and interest has been shown in the village.
c) Greater Cambridge Local Plan – First Proposals: consultation 1/11 – 13/12/21. Agreed to publicise within the village. Further discussion to take place.
d) Neighbourhood Planning: Agreed to meet with SCDC staff supporting creation of Neighbourhood Plans. Cllr Hawkins outlined that these plans need to conform with the Greater Cambridge Local Plan, but will also be supported by it, in that it will become ‘material consideration’ when considering future planning issues. It may be possible to reconsider the Village Framework from the previous Local Plan. Neighbourhood Plans can be developed at any time and can also be one or more individual subject plans.

56 FINANCE
a) Bobbie Coe in respect of payment for Microsoft 365 annual subscription £79.99. Agreed.
57 TO CONSIDER PLANNING APPLICATIONS RECEIVED
Planning consultation for 20/02264/FUL [SCDC]. Retrospective permission for an annexe to be used as short term let accommodation for up to 180 nights per calendar year. 48 Old North Road, Longstowe CB23 2UB.
Matters of concern to be included in the consultation response: parking should be on the property and not on the verge or in the entrance to the pumping station, which causes difficulty of entrance / exit; drainage from water harvesting on the property which overflows to the road ditch and affects the sewerage system; lettings recording system if planning permission is accorded.
58 TO CONSIDER OTHER MATTERS
a) Village Hall update: Monthly afternoon teas restart at the end of October, though there will be no Harvest supper again this year. Hirers are returning though low in number. The lack of return of keys by some hirers is a problem. Confirmed that the large room at the VH is available for Parish Council Meetings. It was suggested that the Covid Risk Assessment for the VH now needs updating and to include information on what is required of hirers in this respect.
59 CORRESPONDENCE RECEIVED
A list of correspondence received is printed in the Agenda which is placed on the notice boards and on the web page prior to the Parish Council meeting; details are available from the Clerk.
Discussion on item k) noted that the assistance from SCDC in producing a type building works contract for parish councils might be useful.
Discussion on item l) noted the New Model Code of Conduct to be adopted by SCDC to be adopted from May 2022. The existing arrangement for Longstowe PC is thought to be adequate.
60 SYKLARK – TO CONSIDER ANY EDITORIAL ISSUES
Decision made to send out another Skylark Supplement as much news / info is coming forward. The main item for the Supplement to be a reminder about fireworks and bonfires not affecting pets and wild animals. Other items for October Supplement / December Skylark include Greater Cambridge Local Plan – First Proposals: consultation, Defibrillator and County Broadband. 115 copies to be printed. A check to be made as to which houses the three deliverers cover.

Longstowe website: decision made that it was now an appropriate time to remove the item with respect to condolences on death of HRH The Prince Philip.
